It's not the question of whether someone can learn English well here in California or not. The question is whether you want to learn English or not.
I came to California when I was 15 and I was able to learn English well enough to get into a good college at 18 and received a Bachelor's degree and a Master's degree from Berkeley.
So, it's not where you live but how hard you try to study English.
By the way, California is 加"州" not 加"洲"
