You have to look at Taiwan's population to land ratio. TW is much denser than US.
If you go to Taipei Train Station around midnight you will see homeless people convention taking place there very night. No cities can be spared from that besides Singapore I think LOL.
BART and T has been in service much longer than Taipei MRT and MUCH MUCH MUCH longer than the MRT in 高雄. For how old BART is it's actually not too bad.
